Hello, I am Rebecca "Becky" Mendez

Welcome to Rooted Municipal Planning!

I retired as a local government administrator in 2025 after 26 years of public service in Volusia County, Florida. Over the course of my career, I have represented local government on the Volusia Growth Management Commission (VGMC), chaired the Volusia-Flagler Transportation Planning Organization (TPO) Technical Coordinating Committee (TCC), and am currently the Florida Planning & Zoning Association (FPZA) Surfcoast Chapter Treasurer (18 years running!), among other things. I am a certified planner (AICP).

Pre-application review of development applications for the purpose of evaluating completeness and compliance in accordance with the new law (section 163.3169, Florida Statutes).

Expert Witness

Planning, zoning and land use consulting. Prepare independent technical planning assessments. Draft expert reports, affidavits or presentations. Provide testimony at boards or commissions.

Contract terms and fees are negotiable on a case-by-case basis.

Pricing:

Time tracked and invoiced to nearest one-tenth (0.10) of an hour
$100 per hour for file review, research, consultation, strategy meetings, and work product reports
$200 per hour for deposition, public hearings or trial testimony
Four (4) hours minimum for live appearance at a public hearing
$75 per hour for travel to a location outside of Volusia County
$2,500 upfront, evergreen retainer
